Film Fixer Services Across the Indian Ocean
Filming in a new country comes with questions, permits, logistics, crew, locations, customs, transport, and regulations that change from island to island. Identical Media provides professional film fixer services across Mauritius, Seychelles, Madagascar, Réunion, and the Maldives, giving international productions a single point of contact for everything they need on the ground.
With production teams and trusted fixers based in each of our operating countries, we respond quickly and efficiently to the needs of visiting producers. From feature films and TV dramas to commercials, documentaries, and reality shows, we handle the logistics so your crew can focus on the creative work. We do not produce our own content, we service yours.
What a Film Fixer Does
A film fixer is your local production partner on the ground. We bridge the gap between your production and the local infrastructure, handling permits, scouting locations, sourcing crew, arranging transport, and navigating the regulatory landscape of each country. Our fixers have established relationships with government film offices, local authorities, property owners, and service providers across all five countries, built through years of servicing international productions.
Location Scouting and Research
Every production starts with finding the right location. Our team scouts and researches locations across all five countries, providing photo and video references, GPS coordinates, access details, and permit requirements for each site. Whether you need a pristine beach, a colonial-era plantation house, a volcanic landscape, a dense tropical forest, or a modern urban setting, we match your brief to the right location in the right country.
Filming Permits and Government Liaison
Each country in the Indian Ocean region has its own permit process, film commission, and regulatory requirements. Our fixers manage the entire permit application process in each country, liaising with the relevant authorities on your behalf. This includes filming permits for public and private locations, drone flight authorisations from civil aviation authorities, marine filming permits for underwater and ocean-based work, and environmental permits for protected areas and nature reserves.
Working Permits and Equipment Carnets
Bringing an international crew and equipment into any country requires proper documentation. We handle working permit applications for cast and crew, ATA and equipment carnets for camera, lighting, and grip gear, customs clearance and temporary import paperwork, and coordination with immigration and border authorities. Our experience with these processes across all five countries means fewer delays at customs and faster crew mobilisation.
Transport, Accommodation, and Catering
Production logistics are as important as the creative work. Our fixers arrange all ground-level logistics including production vehicles, drivers, and transport coordination, hotel and apartment bookings for cast and crew, star trailers and green rooms, film catering for on-location shoots, and chaperone services for minors and talent. We know the reliable providers in each country and manage the logistics end-to-end so your production runs smoothly from day one.
Film Fixer in Mauritius
Mauritius is our home base and the country where we have serviced the most international productions. With a long-standing relationship with the Economic Development Board (EDB) and the Mauritius Film Development Corporation, we guide productions through every stage of filming on the island. Mauritius offers diverse locations within short driving distances, from the turquoise lagoons of Le Morne and Ile aux Cerfs to the dramatic Chamarel Coloured Earth, Black River Gorges, and the vibrant streets of Port Louis. Productions qualifying for the Mauritius Film Rebate Scheme can receive up to 40% cash rebate on eligible local spend for feature films (minimum USD 1 million QPE) and high-end TV drama (minimum USD 150,000 per episode), or 30% for TV commercials (minimum USD 30,000 QPE). We manage all rebate applications on behalf of visiting productions.
Key Contacts in Mauritius
Economic Development Board (EDB), Mauritius Film Development Corporation (MFDC), Civil Aviation Department (DCA) for drone permits, National Parks and Conservation Service for protected locations.
Film Fixer in Seychelles
The Seychelles archipelago offers some of the most visually striking locations in the Indian Ocean, granite boulder beaches, pristine coral atolls, UNESCO-listed nature reserves, and lush tropical forests. Our fixers in Seychelles handle all permit applications through the Seychelles Tourism Department and liaise with the Seychelles Civil Aviation Authority (SCAA) for drone operations. Key filming locations include Anse Source d’Argent on La Digue, the Vallée de Mai on Praslin, Mahé’s Morne Seychellois National Park, and the remote outer islands.
Film Fixer in Madagascar
Madagascar is unlike anywhere else on earth, a country of baobab-lined avenues, rainforests, limestone tsingy formations, and landscapes that range from arid desert to tropical coast. Our fixers in Madagascar navigate the local permit process through the Ministère de la Communication et de la Culture and coordinate with the Aviation Civile de Madagascar (ACM) for aerial filming. Key filming locations include the Avenue of the Baobabs in Morondava, the Tsingy de Bemaraha National Park, Nosy Be’s beaches, and the rainforests of Andasibe-Mantadia.
Film Fixer in Réunion
Réunion is a French overseas department offering dramatic volcanic landscapes, cirques, and tropical coastline, all under European Union regulations and infrastructure. Our fixers handle permit applications through the Agence Film Réunion and local authorities, and coordinate with the Direction Générale de l’Aviation Civile (DGAC) for drone permits. As an EU territory, Réunion offers European-standard infrastructure, French-speaking crew, and straightforward logistics for European productions. Key filming locations include the Piton de la Fournaise active volcano, the Cirque de Mafate, Cirque de Cilaos, and the coastal town of Saint-Gilles.
Réunion Film Incentives
As a French department, Réunion qualifies for France’s TRIP (Tax Rebate for International Production), a 30% tax rebate on qualifying local expenditure, rising to 40% for VFX-intensive productions where French VFX spend exceeds €2 million. The TRIP is capped at €30 million per project, with a minimum spend of €250,000 in France. Eligible productions include feature films, TV series, and animation, but the TRIP does not apply to documentaries, commercials, or reality TV.
In addition to the TRIP, the Réunion Regional Audiovisual and Cinema Fund, administered by the Agence Film Réunion in partnership with the CNC (Centre National du Cinéma), provides co-financing support for productions that engage with local culture and territory. Productions structured as co-productions with a French partner may access additional regional grants and CNC selective funding. Identical Media coordinates the application process for all Réunion incentives on behalf of visiting productions.
Film Fixer in the Maldives
The Maldives offers pristine overwater settings, crystal-clear lagoons, and luxury resort environments that are exceptional for commercial, fashion, and lifestyle productions. Our fixers coordinate with the Maldives Civil Aviation Authority (CAA) and the Ministry of Tourism for filming permits. Key filming locations include private resort islands, sandbanks, underwater reef environments, and the capital Malé. The Maldives requires careful advance planning due to island-to-island logistics, and our local team ensures smooth coordination between resorts, seaplane transfers, and production schedules.
Mauritius Film Rebate Scheme
Productions filming in Mauritius can apply for the Mauritius Film Rebate Scheme administered by the EDB. Feature films with QPE of at least USD 1,000,000, and high-end TV drama with QPE of at least USD 150,000 per episode, qualify for up to 40% cash rebate on eligible expenditure. TV commercials qualify for a 30% rebate. Post-production carried out in Mauritius qualifies for a separate rebate application at the same rate. Identical Media manages the entire rebate process on behalf of visiting productions, from initial application through audit to final payment.
